Litigation & Devolution Wing

       The Litigation and Devolution Wing is dealing with the Court cases in all the Courts across the Country. The process of devolution in the wake of 18th Constitutional Amendment has been completed, therefore, the Devolution Cell established in 2011 was closed in 2016 and a Devolution Branch has been established to handle residual matters of the Devolution.                       

2                      The Litigation and Devolution Wing is headed by a Joint Secretary who is assisted by one Deputy Secretary, 04 Section Officers and one Deputy Director.  The work of Ex-Implementation Wing has been merged in Implementation-I Section. The detail of work assigned to the Sections of the Litigation & Devolution Wing is as under:-

The functions of Litigation-I Section

(i)         Supreme Court of Pakistan, Lahore High Court, Lahore, Sindh High Court, Karachi and  Lower Courts all over Pakistan.

(ii)        Holding of meetings with Ministries/ Divisions/Departments pursuant to orders of different Courts.

(iii)       Maintenance of litigation Register and computerization of all above mentioned Court cases and other record.

The functions of Litigation-II Section

(i)         Baluchistan High Court, Quetta and Islamabad High Court, Islamabad

(ii)        Regularization cases in all  Court and related matters               

(iii)       Maintenance of Litigation Register and Computerization of all above mentioned Court cases and other record.

The functions of Litigation-III Section

(i)         Pakistan Commissions   of Inquiry Act, 2017, Peshawar High Court, Peshawar, Federal Services Tribunals, Wafaqi Mohtasibs and  Lower Courts of Islamabad and Rawalpindi

 (ii)        General Coordination of the Litigation & Devolution Wing

(iii)       Maintenance of  Litigation Register and computerization of all court cases and other record

The functions of Implementation-I Section

(i)         Implementation of President/Prime Minister’s directives as per schedule II of Rules of Business 1973.

(ii)        Management of “Federal Government Artists Welfare Fund”

(iii)       Framing, amendments in the Accounting Procedure & TORs of the “Federal Government Artists Welfare Fund”

(iv)       Receiving applications of needy artists/writers, their scrutiny, examination and present them before the Steering Committee of the “Federal Government Artists Welfare Fund”.

(v)        Arrangement for holding meetings of the Steering Committee of “Federal Government Artists Welfare Fund”

(vi)       Disbursement of financial assistance to the needy artists/writers all over the country.

The functions of Devolution Section/ Branch

The Devolution Section/ Branch is handling the following residual matters of the devolved Ministries/ Divisions/Departments:-

 

(i)         Claims of vendors/suppliers

(ii)        Assets and record, etc.

(iii)       Re-directing the Litigation cases against the devolved Ministries to the Ministries/Divisions to whom the functions of a certain Ministry/ Division have been allocated wholly or partially.

(iv)       PAC/DAC and Audit related matters.
